The trick to stopping speech is that after you highlight the text you want read, and then hit the hotkey combination to start speech, you must "unhighlight" the selection so nothing is selected. Then hit the hotkey combination again and you get...nothing! since you've got nothing highlighted, it speaks nothing.
To change reading speed you must have the default voice chosen in HearIt and by going to the Speech control panel and adjust the reading speed there.
